Instructions:

In a saucepan, combine the heavy cream, whole milk, and granulated sugar. Scrape the seeds from the vanilla bean and add them to the saucepan along with the split vanilla bean. Heat the mixture over medium heat until it begins to simmer, stirring occasionally to dissolve the sugar. Remove from heat and stir in the rose water. Let the mixture steep for 10 minutes to infuse the flavors.

Step 2: Bloom the Gelatin

In a small bowl, sprinkle the powdered gelatin over the cold water. Let it sit for 5 minutes to bloom and soften.

Step 3: Combine the Gelatin and Panna Cotta Mixture

After the panna cotta mixture has steeped, remove the vanilla bean and reheat the mixture over low heat until it is warm. Do not let it boil. Add the bloomed gelatin to the warm mixture and stir until the gelatin is completely dissolved.

Step 4: Pour into Molds

Divide the panna cotta mixture evenly among six ramekins or dessert glasses. Allow the mixture to cool to room temperature, then cover each ramekin with plastic wrap and refrigerate for at least 4 hours, or until set.

Step 5: Serve and Garnish

Once the panna cotta is set, remove it from the refrigerator. To unmold, dip the bottom of each ramekin in hot water for a few seconds, then invert onto a serving plate. The panna cotta should slide out easily. If not, gently run a knife around the edge to loosen it. Garnish with fresh berries, edible flowers, or a drizzle of honey.
